The Metropolitan Council’s Regional Administration Division is accepting applications for a Business Analyst 1 or 2 within the Human Resources department.

Human Resources works with all divisions of the Metropolitan Council to provide proactive solutions for the Council’s workforce needs in the areas of recruitment, labor relations, benefits, training, organizational development, occupational health, and wellness.

How your work would contribute to our organization and the Twin Cities region:

The Business Analystwill assist with maintaining critical Human Resource systems (HRMS, LMS, applicant tracking, onboarding, and performance management) and will be responsible for backing up other Business Analysts. This position will assist with day-to-day activities and transactions, as well as participate in a variety of Human Resources data and technical projects that include identifying data anomalies, system configurations/customizations, and implementation of new functionality. This position will report to the Human Resources Manager, Talent Management. The Business Analyst is responsible for assisting with the following:

  • collaborating with various Council work units to determine business requirements for HR systems.

  • ensuring HR data is processed timely, accurately, and consistently.

  • managing the flow of data between multiple Council platforms, systems, and modules.

  • automating core HR business processes.

  • designing key data metrics and workflows.

NOTE: Business Analyst 2 is distinguished from Business Analyst 1 as work is performed with less supervision, and assignments require the application of knowledge, skills, and abilities to perform tasks that are broader and require problem identification, analysis, and resolution.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. This position requires to be onsite a minimum of 2 days per month (subject to change). The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

  • Analyze various business processes with Human Resources to facilitate change and to leverage use of computer system capability.

  • Develop and write user reports and queries.

  • Create and write training documents.

  • Provide technical assistance on system use and troubleshoot and respond to problems and client requests for assistance.

  • Analyze business processes and procedures to recommend best practices for improving business processes through Human Resources systems.

  • Act as a system functional resource.

  • Assist with data and system projects.

What education and experience are required for this job (minimum qualifications)

Business Analyst 1

Any of the following combinations of experience (performing technical business analysis in the areas of managing databases, implementations and modifications, data visualization, and continuous improvement) and completed education (degree field of study in Business Administration, Business Analysis, Public Administration, Computer Science, or closely related field):

  • High School diploma/GED with four (4) years of experience

  • Associate degree with two (2) years of experience

  • Bachelor’s degree with no experience requirement

Business Analyst 2

Any of the following combinations of experience (performing technical business analysis in the areas of managing databases, implementations and modifications, data visualization, and continuous improvement) and completed education (degree field of study in Business Administration, Business Analysis, Public Administration, Computer Science, or closely related field):

  • High School diploma/GED with seven (7) years of experience

  • Associate degree with five (5) years of experience

  • Bachelor’s degree with three (3) years of experience

What additional skills and experience would be helpful in this job (desired qualifications):

  • One year of experience in business analytics.

  • Project management skills and experience leading and/or participating in data management projects.

  • Relational database experience.

  • Experience translating business needs into technical requirements for development.

  • Experience with cleaning (normalizing) datasets to prepare them for analysis and visualization.

  • Experience identifying and recommending process improvements for consistency and efficiency.

  • Experience working with diverse populations of internal and external customers.

What knowledge, skills, and abilities you should have within the first six months on the job:

Knowledge of:

  • Working knowledge of human resources systems, including tables and interfaces with other enterprise applications.

  • Querying complex relational databases to respond to requests from various business units.

  • Analytical methods to develop work distribution charts, flow charts, data tables and graphs.

  • Business process improvement, e-Forms, and workflow solutions.

  • Using HR data to solve human resources business needs.

    Skills in:

  • Performing in a hands-on capacity to complete assignments and projects involving complex systems.

  • High volume data processing, analytics, reporting and auditing.

  • Assisting with the administration of cloud-based Human Resources application software.

  • Maintain awareness of vendor upgrades and potential impact upon HR systems.

  • Administrative controls to ensure concise, accurate, reliable, and timely data.

  • MS Excel (intermediate to advanced level) and pivot table/charting functionality.

Ability to:

  • Successfully interact with individuals at all levels of the organization.

  • Make sound decisions based on complex situations given ambiguous circumstances.

  • Build a team culture in which differences are embraced leveraging employee differences, perspectives, and work styles.

Full Salary: $32.09 - $48.44 hourly / $66,747 - $100,755 annually

Business Analyst 2

Union/Grade: AFSCME / Grade G

FLSA Status: Exempt

Full Salary Range: $34.70 - $52.36 hourly / $72,176 - $108,909 annually
