Job Description:

Aeyon is seeking an Acquisition Management Analyst and Subject Matter Expert (SME) in the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), supporting the Acquisition Innovation Research Center (AIRC). In this prominent role, the Acquisition Management Analyst will be a driving force in shaping strategic thinking, pioneering innovative processes, and developing cutting-edge tools and techniques that enable the Department to implement the Defense Acquisition innovation and research objectives outlined in 10 USC 2361a (Sec 835 NDAA 2020). Through fundamental acquisition principles, AIRC objectives enable achievement of greater efficiencies through affordability, cost control, elimination of unproductive processes and bureaucracy, and promotion of innovative acquisition research best practices.

The Acquisition Management Analyst will provide strategic thought leadership and recommendations for AIRC, helping identify areas with the most value to the Department. In addition, the individual is responsible for the design, development and assisting in the implementation of major acquisition research activities. Experience in the OUSD is highly desirable. As such, the individual should understand, or be willing to learn, the internal and external responsibilities of the Department of Defense (DoD) and OUSD(A&S) and have the ability to collaborate with team members and others to help foster relationships with other DoD Components that have an interest in Acquisition innovation and research (i.e., U.S. Army, U.S. Navy, U.S. Air Force, and DoD Agencies).

Key responsibilities include:

  • Interface and foster relationships between AIRC and the DoD acquisition ecosystem—OUSD(A&S), OUSD(R&E), the military services, the combatant commands, and other parts of the DoD 4th Estate—serving to understand the practical needs of the DoD; helping to envision and develop innovative research in the AIRC; and ensuring the transition and application of AIRC results in acquisition policies, guidance, practices, reports, and workforce development.

  • Analyze, prepare, and develop critical documentation supporting the AIRC initiative: write, review, and edit Government and Academic documents, presentations, legislation, and regulations to ensure they are Government-ready for final review and signature.

  • Maintain cognizance of pending legislation to support the assessment of issues and opportunities, support the development and coordination of formal responses, and senior leader engagement in decision processes.

  • Build and deliver executive-level communications to share the vision and facilitate stakeholder and leadership buy-in of strategic data initiatives.

  • Outreach to the DoD acquisition leadership and elements, relevant leadership within Defense Industrial Base, and other stakeholders to articulate the critical needs that AIRC research is addressing, the innovative approaches from AIRC, and the value proposition in improving acquisition outcomes.

  • Participate in executive and director level meetings, provide recommendations supporting AIRC's strategic initiatives.

  • Manage and oversee the development of documentation necessary for executive and director level engagements, including but not limited to preparing read aheads, coordinating across teams, writing memorandums, and preparing AIRC leadership for meetings and travel.

  • As requested and approved by the Government, travel to support academic and strategic engagements.

  • Other duties as assigned.

Experience Requirements:

Mandatory:

  • 15+ years of related experience as a seasoned acquisition practitioner with demonstrated program management experience supporting the DoD, Uniformed Services, or Fourth Estate (Defense Agencies, Field Activities, etc.)

  • Executive-level technical, acquisition manager, or analyst experience.

  • Knowledge and experience with OSD policies, processes, and procedures. Strong preference for prior experience with OUSD(A&S) or OUSD(Research and Engineering).

  • Senior leadership advisory/consulting experience at the DoD, Uniformed Services, or Fourth Estate Level.

  • Experience in innovative business systems research and engineering and its relationship to current and future technology platforms.

  • Ability to assimilate a wide range of emerging industry and academia research concepts and data, including acquisition, engineering, organizational process management, business, and related technical topics.

  • Motivated learner with an interest in the defense acquisition system and how to provide value engineering and cost savings across the Department of Defense.

  • Experience distilling complex information into clear and concise written products suitable for senior Flag and SES-level officials.

  • Excellent written and verbal communication skills.

  • Proven ability to work successfully in a collaborative and diverse environment.

  • Proven skills as a collaborative team player.

Certification Requirements:

Mandatory: N/A

Waiverable/Substitutable: DAWIA certification or meeting equivalent requirements in Program Management or other DAWIA certifications are desired.

Education Requirements:

Mandatory: Bachelors degree and significant related work experience in engineering, computer science, information systems, economics, statistics, business, or a related discipline.

Preferred: Graduate Degree

Work Type:

Hybrid- Mark Center (Alexandria, VA), Pentagon (Arlington, VA upon client need), Hybrid (2-3 days a week)
