Department Summary:

International Operations Outcome Leader Requisition

The Air Operations Division (N120), within MITRE’s Air and Space Forces Center (A&SFC), seeks a collaborative, innovative and experienced Outcome Leader (OL) to provide systems engineering expertise for a dynamic and growing international work program. N120 is solving key integration and interoperability challenges across the U.S. Security Cooperation Enterprise (SCE), while working across MITRE to advance defense postures of our international customers. The International OL will connect across departments, divisions, centers, government and industry focusing on improving our partner capabilities and defense postures with our U.S. and international partners to advance mutual policy objectives, better position collaborative capabilities, and enhance concept and mission employment across Security Cooperation programs.

Roles & Responsibilities

The International Outcome Lead (OL) will be dual-hatted and represent the A&SFC to the MITRE National Security Sector International Division and N124 department objectives while working across multiple MITRE center projects, MITRE Labs, sponsors, and industry to synchronize efforts across multiple sponsors into larger strategic outcomes that have greater impact while further enhancing the MITRE’s value to its individual sponsors. The OL is accountable for ensuring the Air and Space Forces Center is developing work with the strategic importance of the mission and in collaboration with other Centers. As a strategic leader, you will be responsible for developing new work and positioning our program towards the highest priority mission critical technologies and advancements and forward leaning by proposing solutions to our international customers and sponsors. You will be identifying the most critical capability needs based on gaps, priorities and a regional priority roadmap. The OL is also a critical member of the N124, Strengthen Coalition Capabilities Department leadership team along with the Department Manager, Department Principal and Chief Engineer. This OL is accountable to ensure consistency between Air Operations Division (N120) and MITRE National Security – International (MNS-I) for successful planning, development and execution of crosscutting strategies, work program growth/shaping and external sponsor / stakeholder engagements. This role is a three-year assignment with the option to extend based on business development objectives and results.

Strategy Development

  • Ensure the strength of the department, division, center and MITRE International work by shaping its content and bringing a perspective that reflects international domain knowledge and MITRE technical capabilities.

  • Collaborate with other international Outcome Leaders across the corporation to identify opportunities to define and improve business operations, business development and increased product reusability.

  • Improve business operations to support strategic growth.

  • Partner with department / division leadership teams to develop strategies and measures that further the Air Operations, MNS-I and higher level MITRE strategies.

  • Develop, maintain, and proactively manage (multi-tier) sponsor and stakeholder trusted advisor relationships associated with outcome area and associated sponsor contacts.

  • Identify and execute cross-cutting technical efforts that go beyond the department and enable MITRE at large. Fore example, our International remote collaboration environment, productization and reuse repository for international offerings, centralization of cybersecurity international offerings, future capabilities roadmap for international customers, etc.

  • Build strategic cross-cutting efforts within the international mission in alignment with: MNS-I International strategy, division strategy, Combatant Command priorities, U.S. Country Plans, and other related MITRE internationally related strategic initiatives.

    Work Shaping

  • Lead N124’s new work development activities by developing a strategy for engagement and executing this strategy

  • Identify, develop and broaden technology and capability areas of the work program beyond current focus areas

  • Identify potential areas for divestment that don’t assist in achieving strategic objectives and vision

  • Collaborate with other MITRE international development initiatives and stakeholders to fund and pursue projects beyond our direct sponsor requests, to generate impact.

  • Collaborate with stakeholders to shape international investment proposals using MITRE Internal Research and Development (IRAD) with transitions to Project Leaders

  • Assist in transforming the work program to align with sponsors' pressing needs, anticipate future needs, and apply critical and innovative thinking to achieve significant impact on sponsors' outcomes, both now and in the future.

  • Establish relationships with new USG sponsors, e.g. DCSA, SAF/IA, and Program Offices, e.g. F-15/16, F-35 PMO, etc. with the goal of advancing security cooperation through Partner Nation defense postures resulting in a robust work program.

    Staff Development

  • Demonstrate and promote MITRE’s cultural attributes of speed, risk-taking, adaptability, collaboration, and grace and respect.

  • Mentor and develop staff

  • Work with Department Manager and resource managers to understand staffing demand signals and skills needs

  • Promote a culture of collaboration across all staff experience levels to improve MITRE’s value to our sponsors.

  • Serve as a senior peer reviewer for international products.

    Partnerships and Initiatives

  • Serve as an A&SFC’s senior representative to outside stakeholders and senior sponsors in partnership with the center, division, department, and project leadership.

  • Apply to top-down approach to aligning international work across MITRE Centers.

  • Develop and maintain relationships with key international stakeholders and leaders across MITRE and externally for new and existing project collaboration opportunities.

  • Develop combined project outcomes across MITRE Centers for consistency and greater impact.

Basic Qualifications

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree in science, technology, engineering, or math (STEM); or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience and showcasing expertise and leadership.

  • 5 years’ experience working on international related projects and domain area.

  • Business development expertise and ability to develop a concept from start to business proposal and/or proven track record in work shaping to meet sponsor needs.

  • Ability to obtain a Secret-level security clearance is required.

  • Ability to travel within the U.S.A. and internationally up to 25% of time.

Preferred Qualifications

  • Exceptional communication skills, both oral and written, with the ability to engage and inspire across the organization; fostering trust through a clear vision for the program; and demonstrated ability to articulate complex topics to sponsors and staff.

  • Proficient at cultivating close working relationships with senior leaders and sponsors, serving as a trusted advisor to leadership on significant initiatives, technical challenges, and priorities.

  • A track record of successfully leading, nurturing, and developing technical talent and teams.

  • Experience developing strategies to increase the impact of deliverables.

  • Ability to foster an inclusive work environment. Culturally sensitive and ability to work with people from different cultural backgrounds.

  • Autonomous Execution:

  • Exhibiting adaptability and flexibility in executing multiple missions across a variety of work programs.

  • A self-motivated individual with outstanding time management skills.

  • Demonstrated success in working with senior government leaders involved in international work (DCSA, SAF IA)

  • Ability to obtain a Top Secret (TS) / Sensitive Compartmented Information (SCI) security clearance.
