State of Massachusetts Unit Director - Program Manager V in Danvers, Massachusetts

_This position is located at the Hogan Regional Center in Danvers, Ma_ The Massachusetts Department of Developmental Services (DDS) is dedicated to creating, in partnership with others, innovative and genuine opportunities for individuals with intellectual disabilities to participate fully and meaningfully in, and contribute to, their communities as valued members. The Department of Developmental Services (DDS) is seeking a mission-driven and dedicated individual with experience in providing human services support to individuals with intellectual disabilities, regulatory experience, project management and supporting and managing teams to fill the role of Unit Director of 2 Hathorne Circle. In this role the selected candidate will provide oversight to the 2 Hathorne Circle Unit located at the Hogan Regional Center in Danvers, Ma. Reporting to the Facility Director, the Unit Director will be responsible for ensuring compliance with Title XIX regulations in all aspects of the unit supports, services and operations within the defined budgetary boundaries. Additionally, the selected candidate is responsible that the unit supports and promotes rights and dignity, individual control, community membership, relationships, personal growth and well-being for all individuals within the unit by continuously addressing all areas of concern. The Unit Director will be responsible for developing, managing and monitoring all support systems for individuals by creating and maintaining an environment responsive to the needs of individuals and staff as well as family concerns. The Unit Director will also be responsible for working with the facility maintenance department, maintaining building status, assuring the completion of repairs and capital projects, liaison with housekeeping and laundry services and all purchasing processes. Duties and Responsibilities(these duties are a general summary and not all inclusive): * Develop the methods for and supervise the collection of information to address specific areas of service delivery, compile the data, analyze the results and present findings for decision making by the facility director. * Oversee facility compliance with all mandated Federal and State regulations, policies and procedures through monitoring, analysis, reports, short and long term planning and technical assistance. * Direct the development and implementation of plans of correction to address cited deficiencies from the State and Federal survey agencies and assures correction. * Responsibilities include all aspects of hiring, providing support and supervision to staff and monitoring work performed at all levels. * Performing personnel functions such as interviewing and hiring, ensuring adequate training, developing schedules, evaluating staff, investigating employee concerns, and taking appropriate action regarding disciplinary issues. * Participate in all aspects of admission and discharge process, including initial communication with the Facility Director, site visits, evaluation/referral, staff training, clinical and administrative communication, attendance at transition/risk meetings with families and clinicians. * Assure adherence to all Facility Policy and Procedures and directly supervise and oversee the work of Qualified Intellectual Disability Professionals to ensure compliance in all formulators and legal mandates regarding support in the ISP. * Responsible for the initial steps of an investigation after a DPPC call, working with the investigations unit and for conducting and/or monitoring divisional investigations process as well as implementing facility action plans. * Provide supervision to all assigned unit staff (Direct Support series, Clinical, Support Staff, Program Manager) by evaluating all aspects of the quality of service delivered at the facility. That right partner * Participate in clinical evaluation meetings (Participate in all aspects of the admission and discharge process, including initial communication with the Facility Director, site visits, evaluation/referral, staff training, clinical and administration communication, attendance at transition/risk meetings and meetings with families and clinicians, Medication Review Committee, team meetings, ISP meetings and transition meetings) for the purpose of correct assimilation of data and information from areas to the 2 Hawthorne circle team. * Member of the Senior Management team and participates in facility rotating on-call and unit 24/7 on call coverage, incident and HCSIS reporting and finalization process and death reporting. * Assure that Title XIX standards active treatment are met for all individuals admitted to the facility, assist the clinical team and community programs in transition of individuals from the facility to the community and providing accurate and timely reports the Facility Director. Preferred Qualifications: . * Five years experience in Human Services providing support to people and in applying complex regulations to daily practices and operations. * A minimum of 2 years must have been in a supervisor or management capacity. * Knowledge of the principles and practices of management - including planning, organizing, directing, motivating, controlling, decision making and all principles, practicesand techniques of supervision. * Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates, and available resources, controlling work through periodic reviews and/or evaluation, determining subordinates training needs and providing or arranging for such training, motivating subordinates to work effectively, determining the need for disciplinary action and either recommending or initiating disciplinary action. * Demonstrated ability to analyze and determine the applicability of program data, to draw conclusions, and to make appropriate recommendations.
