State of Montana Professional Engineer-Project Engineer in Helena, Montana

[DNRC Logo.jpg] First Review May 17,2024 The DNRC is seeking a Hydropower Project Manager to provide requirement development, consultant engineering oversight, design oversight, and construction contract management for the Department-owned State Hydropower Project. The State of Montana, specifically DNRC Water Resource Division’s State Water Projects Bureau, administers the operation, maintenance, management, and rehabilitation of 18 Water Storage Projects including 23 dams, over 250 miles of irrigation canals, and one hydropower facility . This position is within the Bureau’s Hydropower Section and is focused on capital upgrades to a 30 year-old hydropower facility. Work Unit Overview:/ /The principal function of the State Water Projects Bureau is to operate and maintain state-owned water projects that provide water storage, irrigation water delivery, flood control, recreation, electrical power, and other natural resource and public benefits. The Hydropower Section provides for the continued safe and efficient operation of the Broadwater Dam Project. Job Overview: Personnel in this position provide engineering and project managementexpertise for the Hydropower Section within the State Water Projects Bureau by working with staff to identify needed capital upgrades, performing engineering evaluations, working with consultants to design the upgrades, and contractors to implement the upgrades. Documentation of all activities must be maintained. This position requires licensure as a Montana Professional Engineer. Engineering disciplines inherent to the position may include electrical, mechanical, civil, structural, geotechnical, and economics. Experience in contracting, construction oversight, and technical writing is preferred. Knowledge in these disciplines is used to identify operational and safety issues, develop alternatives, define design objectives, negotiate contracts, manage engineering design consultants, and manage construction contractors. State Water Project’s design work requires a strong engineering background including formal education, specialized training, and design experience specifically related to hydropower and dams. Designs require a creative, customized approach because each circumstance is unique. Licensure in Montana as a Professional Engineer is required within 6-months of hire. * Federal Energy Regulatory Commission (FERC) requires Criminal Background Check * Expertise in an area of engineering applicable to hydropower. This may be either specialized education (e.g., a master’s degree, graduate coursework, an undergraduate focus in a relevant specialty area of engineering) or specialized experience. * The Agency may use a Training Assignment. If you are interested in the position but don’t meet the minimum experience qualifications, we encourage you to apply and we will consider hiring a candidate with lower experience on a Training Assignment. Additionally, DNRC will consider candidates without a Professional Engineer License if they have their Engineering Intern certification and are able to obtain professional licensure within one year of hire. Required knowledge, Skills: *The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a Bachelor of Science degree in Engineering; specialized training in project design, construction methods, and materials; and at least two years of experience directly related to hydropower design and construction or hydropower operation and maintenance. *Knowledge: * Thorough knowledge of engineering fundamentals with specialization in design and construction project management as related to hydropower is required. * Considerable knowledge of contracts and agreements, design and construction practices, economics, computers, engineering software, and technical writing is desirable. Skills: * Strong oral and written communication skills. * Must be proficient in word processing and spreadsheets and have experience with CAD. SPECIAL INFORMATION: * * Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the last 36 months. The State of Montana does not sponsor Visa's Greencards. * Applicants must be able to climb ladders, traverse embankments, walk on uneven surfaces, and enter confined spaces. * Selected candidate may be eligible to receive relocation expenses per DNRC Moving and Relocation policy. *ELIGIBILITY TO WORK: *In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
