Job Summary

Under direction, is responsible for performing moderately complex level compliance reviews, which include planning of projects/reviews, organizing, directing, investigating and assessing compliance. Leads compliance team in performing project steps and procedures to establish and maintain contract/grant compliance by both the City and the contractor/grantor. Working conditions are primarily inside an office environment with occasional outside working conditions. This position requires work schedule flexibility as required to perform compliance monitoring. Exercises no supervision.

Essential Job Functions

  • Evaluates complex management controls; identifies improvements and defining issues, develop criteria, validation, analyzing and reviewing evidence and formulates recommendations to improve compliance.

  • Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed.

  • Ensures compliance with Fiscal requirements associated with contracts and/or grants.

  • Participates in the review and assessment of other staff members' work for completeness and appropriateness and provides review comments to team.

  • Analyzes complex documents and reports.

  • Prepares working papers to document compliance steps performed and results.

  • Leads conferences and meetings for assigned contracts.

  • Conducts off-site compliance reviews.

  • Performs special reviews, projects and programs.

  • Contributes to annual plan of compliance reviews.

  • Uses a variety of methods to communicate at meetings, investigating and when traveling/visiting contract sites, review and assessment of other staff members' work and compliance reviews.

  • Performs related duties and responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Two (2) years contract, audit or accounting experience.

  • Valid Class 'C' Texas Driver's License.

Preferred Qualifications

  • One (1) year experience monitoring various government contracts for compliance

  • Experience making recommendations for improvement to internal controls (policies, procedures, and/or programs)

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of government contracting, accounting theory, procedures, practices and standards.

  • Knowledge of Federal, State and local laws, ordinances, policies, procedures and regulations pertaining to government grants and contracts.

  • Knowledge of contract compliance procedures and techniques for both manual and automated environments.

  • Knowledge and ability of computer accounting and record keeping and reporting systems.

  • Ability to read and understand grant and contract data, documents, and reports.

  • Ability to work independently and concurrently perform multiple compliance projects.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with co-workers, City management and staff, contract service providers, taxpayers and the public.

  • Ability to maintain confidentiality of information, integrity and professionalism.

  • Ability to perform all the physical with or without accommodations, intellectual, and analytical requirements of the position including decision making.
