    POSITION OVERVIEW

    The Partnership for Public Service is seeking an experienced professional to serve as the Vice President (VP) for Modernizing Government, a key member of the Partnership’s senior leadership team. The Partnership’s VP for modernizing government oversees a portfolio that aims to strengthen federal organizational performance; cross-agency collaboration; and the systems, structures, and processes that support mission delivery – specifically leveraging data, new technologies and ensuring customer-centric service delivery. The VP will lead efforts to recruit modern talent in government, provide development and leadership training that encourages innovation, and helps leaders use data in evidence-based ways that improve trust in government. The VP for modernizing government will lead three portfolios of work: customer experience, technology and innovation, and federal AI.

    Over the next five years the Partnership has plans to grow our portfolio of work focused developing federal AI leaders, strengthening federal AI talent capacity and empowering community learning and AI literacy. The VP for modernizing government will oversee this growing portfolio of work and help develop resources, host convenings and build intergovernmental and cross-sector communities to share best practices, identify common challenges and inspire problem- solving around trustworthy use of AI for equitable and effective government service.

    In addition, the VP plays a key role in attracting, developing and retaining talent with varying levels of experience, inspiring them to learn about the challenges and opportunities facing federal workers and institutions. The VP also serves as a key relationship builder with a range of people, from our government partners and the good-government community to corporate organizations and private citizens who care deeply about the Partnership’s mission. Finally, as a senior leadership team member, the VP will be a member of the Partnership Management Team, and work collaboratively across the organization to further the Partnership’s strategic goals and initiatives, including its commitment to diversity and inclusion.

    ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES

  • Strategically shape, oversee and expand the Partnership’s modern government portfolio, identifying new programming opportunities, potential areas for growth and possible funding strategies.

  • Lead an approx. 5-10 person team to address topics relevant to improving how the government functions through programming, convenings and product development.

  • Provide general guidance and oversight for our growing portfolio of work around AI in government, which executes programs across the Partnership’s lines of business.

  • Advance the Partnership’s technology and innovation strategy, AI strategy and customer experience strategy to improve the government’s ability to employ modern ways of working.

  • Directly supervise and develop team members, providing them regular, clear, and actionable performance feedback and opportunities for professional development.

  • Manage budgets, ensuring projects are delivered within budget and on time.

  • As appropriate, serve as an organizational spokesperson, through media or presentations, on the results of the Partnership’s modern government work.

  • Work with other Partnership leadership training and advocacy teams to translate analytic findings into action, helping to develop content for legislative briefings, position papers and articles, as well as curriculum.

  • Forge a productive and effective relationship with the Communications team to deliver thoughtfully developed, integrated, impactful and technically sound products.

  • Build and manage relationships with government officials, corporate partners and other experts to ensure the successful design and implementation of projects; in tandem with others, assist in building new relationships to support Partnership activities.

  • Actively participate as a member of the senior leadership team, which jointly works to further the Partnership’s strategic goals.

  • Serve as a technical expert, thought leader and role model across the organization, supporting internal initiatives to address management and operational issues.

  • Strong interpersonal skills, including the ability to manage complex relationships with federal officials, private-sector firms, nonprofit foundations, consultants and other organizations.

  • Proven track record of exercising critical thinking skills and sound judgment.

  • Demonstrated skills in budgeting and fiscal management.

  • Willing and able to work effectively as part of a team across the larger enterprise, sharing information and insights, collaborating to solve problems, and generously devoting time to issues that cut across organization lines.

  • Adept at working in a fast-paced and high-energy environment.

    REQUIRED EDUCATION AND EXPERIENCE

  • At least 15 years of experience leading large-scale, complex programs, preferably covering topics relevant to the federal government.

  • A history of managing and leading high performing teams toward goal achievement and through change.

  • A minimum of 15 years of experience in successful people management, people development and leadership.

  • Bachelor’s degree required (Master’s degree a plus) in a technical field, public policy, public administration, political science, economics, journalism, or a related field, or equivalent work or military experience.

  • Understanding of artificial intelligence, machine learning, deep learning, computer systems and software, and/or digital innovation.

  • Experience building consensus among a variety of stakeholders, especially when there is disagreement.

  • Prior professional experience with nonprofit advocacy organizations or working with the federal government a plus.

    SUPERVISORY RESPONSIBILITY/REPORTING STRUCTURE

    The VP reports to the Executive Vice President and will directly supervise 1-3 employees and oversee a team of approx. 5-10 individuals.

    WORK ENVIRONMENT

    This job operates in a hybrid (remote + office) environment in Washington, DC, and requires the candidate to be a permanent resident in the Washington, DC, Maryland or Virginia area. This role is required to work in the office, on average, two days per week. This position requires consistent use of office equipment such as computer, telephone, printer and scanner.

    POSITION TYPE/EXPECTED HOURS OF WORK

    This is a full-time position with regular work hours Monday-Friday, 9 a.m. to 6 p.m. ET. Occasional evening or weekend activities may be required as well. Please note that the Partnership allows flexible work schedules.

    TRAVEL

    If travel occurs, it is usually local and during the business day. Very little out of the area and/or overnight travel will be required.

    SALARY AND BENEFITS

    The Partnership offers a compensation package that includes a competitive salary starting between $190,000 and $220,000; medical, dental and vision coverage; life insurance; long- and short-term disability insurance; a 401(k) program with a 4 percent employer match; transit benefits; opportunities for training and development; 15 days of annual leave per year, 10 days of sick leave per year, plus all federal holidays and the day after Thanksgiving off; and use of an on-site exercise facility.
